Associate Program Manager

The Program Management Office (PMO) supports advanced technology planning and execution Laboratory-wide through a rigorous balance of technical and management capabilities. The PMO accomplishes this through the development of a highly skilled pool of program managers and by providing direct support to the Laboratory s most complex prototyping efforts. The PMO also implements program management best practices tailored for the dynamic research and development environment. The PMO provides standard, scalable approaches to program management functions and provides independent assessments and recommendations for improved program execution.

Job Summary

The Associate Program Manager will be responsible for a variety of detailed program management, financial, and administrative activities involved in overseeing a complex federated program or several medium-sized efforts. These programs involve building and operating hardware prototypes utilizing advanced technologies. Candidate will manage the execution of an engineering team and must be capable of understanding, assessing, and discussing the technical basis and the basic design/fabrication tasks and risks involved.

Candidate will develop high-level program estimates based on engineering judgement for discussion with Sponsor agency. Will develop detailed schedules and budgets and then analyze, monitor, and report program status. Candidate will perform financial analysis applying (if required) EVMS principles to cost understanding. Will work closely with the Program Manager to ensure that milestones are tracked and valued appropriately and be an integral member of Program Office. Will recommend procedures to be used to monitor programs and organizations. Candidate will be responsible for major subcontracts, including leadership for documentation development, evaluation, and vendor management. Candidate is the front-line contact to the sponsor's business POC as well as Lincoln Laboratory s executive management. Will serve as the focal point for cost estimating and proposal preparation, reporting, procurement administration, project scheduling, property administration, and personnel logistics and special projects as required. May also provide work leadership for other program staff.

Requirements

  • BS or higher in engineering, physics or related field with 5 years experience in engineering or technology development coupled with an MS/MBA in business/technical management, a related field or equivalent experience.
  • Must have a minimum of 5 years experience in program management in a Research and Development environment.
  • Demonstrated capabilities in presenting ideas written and orally required.
