Summary:

The Contracting Services Department is seeking a Subcontracts Administrator to make awards to universities (including for sponsored research), Research Assistants, Military Fellows, and Lincoln Scholars.
The ideal candidate will coordinate with universities contract administrators and fiscal officers on proposal preparation, negotiation, and award.
Candidate will be responsible for reviewing proposed costs and conducting cost analyses for allowability and reasonableness, while also providing guidance to Laboratory technical staff and business managers on memorandums of justification (MOJs) and Statements of Work (SOWs).

Post-award administration responsibilities include:

  • Monitoring periods of performance to ensure no lapses in research
  • Partnering with the MIT Lincoln Laboratory Property Office on Government Furnished Property (GFP) matters
  • Analyzing and filing OMB Uniform Guidance single audit reports annually

The candidate should have DoD subcontract management experience to include experience in FAR/DFARS and mandatory flow down clauses, familiarity with Cost Accounting Standards (CAS), procurement integrity requirements, contract formation and subcontract administration, cost and price analysis, negotiation, acquisition planning and project management.
Demonstrated experience soliciting and analyzing quotations, including SOW development; negotiating terms and conditions of purchase, payment and price; and understanding of Patent and Data Rights Clauses and the ability to work with internal customers and vendors to resolve problems.
The candidate should exhibit leadership and teamwork and demonstrate the ability to build positive and professional relationships to successfully accomplish work assignments.

Requirements:

  • 3 years of Subcontracts experience is preferred; DoD Subcontracts experience a plus
  • Bachelor degree with equivalent combination of education and experience
  • Professional certification in Purchasing or Government Contracting is preferred
  • Experience in evaluating, negotiating, pricing and administrating cost reimbursement subcontracts is preferred
  • Demonstrated experience with an automated purchasing system
  • Proficiency in Microsoft Office, Excel, Word and PowerPoint
  • Demonstrated experience with an ERP purchasing system- SAP experience preferred
  • Strong organizational skills, with particular attention to detail
  • Strong verbal and written communication skills
  • Excellent analytical and decision-making skills

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
