MIT Lincoln Laboratory (MIT LL) is a Federally Funded Research and Development Center (FFRDC) chartered to develop advanced technology in support of national security.

The Contracting Services Department (CSD), comprised of approximately 100 employees, manages the Air Force prime contract and other Government and non-Government agreements, conducts all procurement, manages export control and other activities in support of the Laboratory mission to advance technology for national security.

Job Summary

The Contracting Services Department (CSD) is seeking a Deputy Director of Contracting to serve as an Assistant Department Head (ADH) that oversees the Air Force Prime Contract and other agreements, the Small Business Program, and export control program.
This position reports to the Director of Contracting and will collaborate in close partnership with the ADH for procurement on the senior leadership team to shape and further the strategic goals of CSD.
This role will oversee teams led by Senior Managers that manage the Prime Contract, a variety of legal agreements, export control, and documentation marking and dissemination.
The ADH is relied upon for regulatory interpretation, compliance, and technology transfer strategies.
Identification and management of projects to effectuate change is an important aspect.
This position will perform the role of acting Director of Contracting as needed.
The ADH will have high visibility across the entire laboratory conducting educational seminars, communications, and other support activities to research teams and management personnel.
Ability to interact with senior levels of the Air Force and MIT, oversight functions, audit offices, and other external parties is crucial.

Essential Functions

  • Serves as leader in a contracting department at a dynamic research organization under a USAF contract
  • Actively monitors contracting policy developments, interprets regulations, public laws and other governance requirements, and advises on recommendations
  • Ensures compliance with prime contract requirements, FAR/DFARS/CFR regulations and MIT/Laboratory policies
  • Monitors organizational and individual performance metrics to assess effectiveness
  • Identifies innovative solutions to optimize the organization s processes
  • Oversees teams that provide contracting related services for the Laboratory
  • Performs as a key role model guiding, mentoring, developing, and training staff

Requirements

  • Demonstrated effectiveness leading and motivating teams and organizations that achieved favorable results
  • Minimum of 12 years of progressive relevant work experience with significant supervisory and managerial experience
  • 10 years of experience related to the award and contractual management of programs primarily under DoD prime contracts
  • Significant depth and subject matter expertise in federal contract law, intellectual property, and associated regulations
  • Experience and successful record of process improvement implementation
  • Experience and successful record of staff development and mentoring
  • Demonstrated success solving complex contractual problems and influencing positive outcomes
  • Demonstrated effectiveness interacting with DoD contracting personnel
  • Bachelor degree in relevant business field of study

Preferred

  • Master s degree in relevant business field of study
  • Professional contracting certification such as through the National Contract Management Association or Masters Certificate or degree from academia related to Government Contracting
  • Experience as a warranted contracting officer for the government, preferably the Air Force
  • Experience working with or at a college or university, Federally Funded Research and Development Center, or University Affiliated Research Center specifically related to technology transfer

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
